My application of 9th February, 1911, that the salary of my post may be raised to £670 rising to £720 per annum was dealt with by H.E. Sir F. Lugard on the principle that "the salary of a post has to be considered independently of "the claims of the officer who holds the post for the time "being" as set forth in the then Colonial Secretary's (Hon. Mr. Clementi) minute of 10.2.11 in above 0.8.0. The increase to salary applied for was not granted.
That minute, and H.E. Sir F. Lugard'a minute of 11.2.11 states the ground on which the Secretary of State was recom- mended to approve of a maximum pensionable amount of £720 per annum being granted to me, made up of £600 salary (the maximum pay of the post), and £120 personal allowance.
Both H.E. Sir F. Lugard and the Secretary of State took the same view as H.E. Sir Henry May, that, an increase in salary, or an addition of Duty Allowance, should not be made to the post for which they considered £600 per annum suffi-
cient.
Such being the oase, the necessity for a comparison be- tween the remuneration of the post of Executive Engineer and that which I hold does not arise, although I may observe that Ecutive Engineers can look forward to promotion to
higher posts in the Department, whereas I cannot.
Reference to my application of 9.2.11, and to its subse-
quent treatment by H.E. Sir F. Lugard and the Secretary of
State, will show that my case was treated as described by
the former as,
"a special one and merita special treatment",
and that it was clearly the intention to assure me of being
raised to a pensionable rate of £720 per annum on 1st January
1915, unless promotion to a post of equal pensionable value
made such pensionable and personal allowance unnecessary.
